    Jiangsu Provincial Institute of optical communication engineering and network engineering was established in November 2003. The institute is based on Institute of optical communication engineering of Nanjing University and has the A-level discipline “Optical Engineering” master program and doctor program, B-level discipline “Micro-electronics and Solid-electronics” doctor program and “Electronic science and technology” post doctor program. The institute has by now cultivated 8 post doctors, about 30 doctors, more than 100 masters and more than 200 undergraduates.

      

    The institute has won multiple awards including the first prize of 2016 Wu Wenjun Progress in Artificial Intelligence Technology Award, 2011 Ministry of Education Technology Invention Award, 2006 Ministry of Education progress in Science and Technology Award and China International Industry Fair, the second prize of Nanjing Progress in Science and Technology Award and Shanghai Railway Administration Progress in Science and Technology Award, Returned Overseas Chinese (Innovation Achievements) Award and Wang Daheng Optics Award.

      

    In the past decade, the institute has published nearly 300 academic papers, of which there are more than 200 anthologized by Sci/Ei. It has also published a Science Press Foundation funded work Distributed Optical Fiber Sensing Technology and participated in the working of two works. The institute has more than 100 invention patents, including 1 USA invention patent, 44 Chinese national invention patents and 2 national defense invention patents. It runs many major programs such as those of National Nature Foundation, Ministry of Science and Technology, State Grid, Ministry of Railways and Huawei etc.

      

    The institute has long-term communication and cooperation with some internationally known universities and companies and has close relationship of academic exchange, student co-cultivation and research cooperation with many universities in the USA, Canada, UK and Singapore.

      

    The research of the institute mainly focuses on distributed optical fiber sensing system and network, large structural optical fiber sensing health monitoring technology, micro nano optical device and micro nano optical sensing technology, large-scale integration of silicon based microfluidic chips, photoelectric signal detection / analysis and processing and image sample and processing technology based on machine vison.

    Jiangsu Institute of Rural Environment Protection and Ecological Restoration


    Jiangsu Institute of Rural Environment Protection and Ecological Restoration, established in 2008 under the instruction of Jiangsu Development and Reform Commission and based on School of Environment, Nanjing University, has a professional foundation of environment, ecology and agriculture. The institute works on the management of Taihu Basin within Jiangsu province, rural sewage disposal, nitrogen and phosphorus interception project, rural garbage collection and transportation system, ecological dredging and ecological restoration, wetland ecological restoration and management of organic agriculture and provides the feasibility study report, technical advice and implementation plan of the project related to rural environmental protection and ecological restoration.


    The institute now has 5 full-time6 part-time, 6 part-time 5 full-time staff members and 6 experienced workers that has a long-term cooperation with the institute.


    In recent years, the members of the institute has led multiple major national programs concerning the water pollution and has established a number of rural domestic sewage treatment demonstration projects that are still working in Jiangsu and Henan.

    Jiangsu Provincial Institute of Software Engineering

      

    Jiangsu Provincial Institute of Software Engineering, based on Nanjing University’s A-Level National Key Disciplines “Computer Science and Technology” and “Software Engineering”, National Key Laboratory for Novel Software Technology and Jiangsu Collaborative Innovation Center for Novel Software Technology, was established in July, 1999 to support relevant national programs, fundamental and applications-oriented research on large-scale software systems.

      

    The faculty in the institute consists of 12 staff researchers, including 5 Professors, 4 Associate Professors and 3 Lecturers. The institute receives funding from the Chinese Government and attracts funding through R&D projects from many other leading corporations, such as the National Key Fundamental Research Program (the 973 program), National Nature Science Foundation, Jiangsu Research Program Grant, and Research Project of State Grid. In the past 5 years, the institute members published more than 60 research papers on journals like IEEE Transactions on Parallel and Distributed Systems, IEEE Transactions on Computer, IEEE Transactions on Vehicular Technology, Computer Communications, and international conferences such as ICNP, INFOCOM, MobiHoc, ICDCS, IPDPS, IWQoS, ICPP etc. The institute has applied for 18 national patents (10 patents granted) and registered 10 software copyrights. The institute has also actively launched cooperation and co-cultivation project with Nanjing University Jinling College and Yancheng Teachers University.

      

    The institute aims at promoting the software industry of Jiangsu and conduct cutting-edge research in the field of software engineering. It focuses on the new technology of computer software, such as new-style programing methodology, software quality assurance, distributed & parallel computing, system software & information security and multimedia technology. The institute pays attention to software testing platform, Internet of things, cloud computing platform, interactive video service and biomedical engineering and has made a contribution to the Chines software industry.

    Jiangsu Provincial Technology and Engineering Research Center for New Refrigeration

      

    The Jiangsu Provincial Technology and Engineering Research Center for New Refrigeration was founded in 2003 at the approval of the Development and Reform Commission of Jiangsu Province. It is dedicated to researching potential and cutting-edging new technology of refrigeration and its application.

      

    Over the past decade or so, the center has done research mainly in room-temperature magnetic refrigerators, ferroelectric refrigeration, micro channel capillary heat pipes, phase change heat storage, the radiation and comprehensive use of solar battery and super lattice high-performance semiconductor thermoelectric material. It was the first in the world to succeed in making a sample machine of permanent magnets room-temperature refrigerators, which marked big progress in the 30-year refrigeration research. It brought up a mixed cool storage refrigeration model which makes it possible to develop high-power room-temperature magnetic refrigerators. It invented the drum-type rotary room-temperature magnetic refrigerator, which has two-times-high utilization in its magnet use compared to the other room-temperature magnetic refrigerators. It conceived the idea of and then turned out the two-in-one double cavity rotation magnets, which contributed to making smaller and more efficient room-temperature magnetic refrigerators.

    Jiangsu Provincial Center Technology and Engineering for Logistics

      

    The Jiangsu Provincial Center Technology and Engineering for Logistics is the only provincial level engineering center for logistics and supply chain management in Jiangsu Province. Affiliated to School of Management and Engineering of NJU, the center is founded by the government of Jiangsu Province, aimed at turning research achievements into realistic productivity through the mechanism reform of technological innovation and the construction of public research platform.

      

    Aim


    Oriented by logistics and supply chain management technology, the center is to do continuing engineering research and systematic integration in marketable, applicable technological achievements that have been made in these fields, to develop generic technology, core technology and service platform that have prospect in industrial production and to enhance their industrial application in order to make the best use of generic technology socially and economically.

      

    Management Mode


    With an advanced management mode of international research institute, The engineering center is in the charge of Committee of Technology and Management made up of logistics experts form fields of logistics and supply chain management and information technology, and from research institutes, related departments of the government and renowned logistics enterprises. The committee is responsible for setting strategic goals, research orientation and management mode. Due to the leadership of the committee, the center has made remarkable achievements within a short time.

      

    Achievements


    School of Engineering and Management of NJU, to which the engineering center affiliated, is a national leading point of master in logistics, and has been authorized by the Royal Institute of Logistics and Transport of Great Britain to jointly cultivate international managers in logistics. The school is devoted to training high-level logistics and management engineering professionals with both theoretical and practical quality. Through conducting the industrial-academic collaboration, the engineering center has signed strategic cooperation pacts with many big enterprises such as Jiangsu Division of China Mobile, Hewlett Packard, and Hong Kong Eprotel. The center also does logistics planning and design, technology development, and personnel training for some enterprises like Five-star Electric Equipment Company of Jiangsu Province, Nanjing Medicine Limited Liability Company, Nanjing Steel Company and Yangtze Oil and Chemical Company, and has made noticeable achievements.

      

    The center has also achieved good results in consultation service in logistics and engineering management, and in informalization and automation of various enterprises. One is the intelligent big data analysis and prediction system in logistics developed by Intelligent Logistics Office of NJU, which can analyze multi-dynamic logistics activities, and has turned out many analyzing approaches and optimum decision-making ways in booking, delivering and pricing goods, providing scientific judgement for accurate decision-making. By predicting logistics needs of goods with different characteristics from different dimensions and terms, the center has developed many modes and approaches to predict the development tendency of the goods. Combining the reality of the company and the logistics system of world-class enterprises, the center has completed the planning and design of a “world-class logistics system” for Electric Power Company of Jiangsu Province. The center has finished the planning and design of an intelligent comprehensive service platform for Xinrui New Energy Company of Jiangsu Province.


    Research results in logistics and management systems have been achieved by the center for many other enterprises and institutions, and they will not all be listed here.

      

    Personnel Training


    The engineering center will actively conduct national and international cooperation and communication of diverse forms. An open, dynamic mechanism and favorable conditions will be created to attract and absorb domestic and international researchers, along with their previous research achievements, to the center to do engineering research and experiments. The center welcomes researchers from our partner enterprises and other companies from which the center takes core research results. The center attaches importance to absorbing and cultivating youth researchers and accomplished ones with overseas research experience.

    Organization


    Jiangsu Provincial Engineering and Technology Research Center for MicroRNA is affiliated to Nanjing University, with a building area of about 200 square meters. The center is equipped with a standard site and complete research infrastructure, including many large, advanced apparatus and a perfect system for cell and animal cultivation. Meanwhile, the center and Taizhou Medicine Center jointly build a prophylactic medicine base of the first class nationally, a purifying factory and a pilot test base that meets GMP standard, which successfully set up the industrial-academic collaboration. The center now has 25 regular members, including 6 professors, 10 associate professors, and 9 lecturer. All of them are teachers of NJU and get their doctor degree in fields like biochemistry, molecular biology, virology, immunology and bio information.

      

    Achievements


    The center is devoted to studying and developing a series of diagnosing products and drug treatments based on miRNA, which can be applied in clinical diagnosis and treatment of diseases in hospitals of all levels and in the prevention, diagnosis and control of epidemic diseases in disease prevention and control center of all levels, creating noticeable socio-economic benefit. At the same time, through professional consultation service and education training system, the center has built cooperation with hospitals and disease prevention and control organizations, expanding and consolidating the application and popularization of research results. At present, a testing kit for pancreatic cancer serummiRNA developed by the center has been conferred an national third-class registered certificate for medical instrument and equipment, the first product to apply serum miRAN testing technology to clinical diagnosis in the world. The center is also developing early diagnosing and treating products for other serious diseases, and some of them is under the test for clinical application.

    Jiangsu Provincial Engineering Center for Energy-Saving Semiconductor Devices and Materials was established in October 2007. The Center relies on the existing research infrastructure of Nanjing University, in cooperation with other top professionals and teams from well-known universities, research institutes and key enterprises. It aims to meet the fast-growing semiconductor energy-saving industry in Jiangsu Province, driven by high-tech core technology that is in urgent need for the development of solid-state lighting and energy-saving electronics industry in the Province. The Center can provide all-round, professional and multi-level public services, which in turn promotes the transformation and application of the latest scientific and technological achievements in energy-saving semiconductor industry.

      

    Based on solid-state electronic science and advanced semiconductor materials, the Center studies and develops high energy efficiency technologies for electro-optical conversion, photoelectric conversion and electro-electric conversion, and advanced power management technologies. Its main tasks include: carrying out innovative studies on key technologies and introducing integrated innovation research in the fields of solid-state lighting and energy-saving electronics, which are of great significance to scientific and technological progress and economic development in Jiangsu Province; establishing a technology research and development platform for the preparation of new functional materials for solid-state lighting devices, energy-efficient power electronic components, photoelectric information, power management chips and system integration, the planning and formulation of related technical standards, as well as the transformation of scientific and technological achievements; providing science and technology support for the technological progress of solid-state lighting enterprises and energy-saving electronic technology innovation and upgrade in related industries in Jiangsu province.

      

    The center possesses a laboratory that covers an area of 3,000 square meters, including 1,000 square meters for the clean room. It has three sets of MOCVD equipments (one of them was imported from Thomas Swan), a Hydride Vapor Phase Epitaxy (HVPE), an Ion-Beam Epitaxy (IBE), a Pulsed Laser Deposition (PLD), a Photoluminescence (PL), a Photoluminescence Excitation (PLE), an X-ray Double Crystal Diffraction, a Transmission Electron Microscope (TEM), a Scanning Electron Microscope (SEM), and an Atomic Force Microscope (AFM). It also has a Micro-nanofabrication Center (400 square meters) equipped with an Oxford Plasma lab System 100 ICP 180, an Oxford Plasma 80 PECVD, and an ABM Photo etching Machine. So far, the aboratory has 34 sets of huge equipment each valued over 50,000 CNY and more than 100 sets of equipment each valued over 5,000 CNY.

      

    The center offers an intellectual environment for the proposed project and its implementation is also aligned to the center objectives, as the project will combine research with product testing and manufacturing by making full use of the basic infrastructure of Nanjing University and relative enterprises to improve the quality of solid state lighting and energy-saving electronic industries in Jiangsu province. The specific tasks include the development of energy-saving semiconductor material, key technology of manufacturing main components, technology of product testing and product manufacturing. The success of this project will develop new technologies with independent intellectual property rights and products of national competitiveness. The outcomes will transfer research findings into industrial products to improve the solid-state lighting and energy-saving technologies in Jiangsu Province. This project will be cooperatively managed by the Office of scientific research, the Office of product testing and the Office of transferring scientific technology into manufacturing.

    Jiangsu Provincial Engineering and Technology Research Center for Surface and Interface Chemistry

      

    Jiangsu Provincial Engineering and Technology Research Center for Surface and Interface Chemistry was established in October 1998. By relying on the resources of Nanjing University, it is building itself into Jiangsu Provincial Interface Chemistry Engineering Technology Center,” which was rated in June 2000 as a provincial-level engineering construction research center by the Science and Technology Department of Jiangsu Province.

      

    The center has two research institutions affiliated with it, “the Interface Science and Engineering Committee of China Institute of Composite Materials” and “the Institute of Coal Water Slurry Additives of the National Research Center of Coal Water Slurry Engineering Technology.”

      

    The director of the center is currently Professor Shen Jian. On its faculty are 2 doctoral dissertation supervisors, 4 professors and 5 associate professors. They constitute a team of engineering technology with high capacity for research development and application.

      

    The center conducts research on the theory and application of surface and interface chemistry in order to meet the needs of national economic construction, and its work is strengthened by the technological and human resources of Nanjing University. It is devoted to developing fine chemicals and functional polymer composites,

    researching on interface chemistry of multicomponent heterogeneous systems, new polymer surface active agent and advanced surface and interface chemical engineering technology which helps improve resource utilization and protect the environment, and developing new materials is conducted while common technology and key technology related are provided.

      

    The center has made achieved great fruit in the production of new conductive polymer/carbon nano-composite materials. The capacitance of the 1M KCl electrolyte has reached 276.3 F g-1, which is 4 times higher than that of pure carbon nanotubes. This result has been published in Communications, Journal of Materials Chemistry A and other journals. It is widely received for it has good application prospects.

      

    The center has successfully developed a new anticoagulant and biocompatible materials with independent intellectual property rights -- zwitterionic materials. It can greatly improve the anticoagulation and biocompatibility of various diagnostic and therapeutic devices contacting blood, and it will enjoy broad application prospects in the biological materials and medical device industry in China.

      

    The center implements a one-stop operating mechanism including basic research application, product development research, test expanding, technological achievements transfer or industrialization. Driven by the market, the center has developed a number of high-level technology and products with high value to meet the market demand. A number of technology achievements have been successfully transferred to be implemented by enterprises, adding billions of yuan in the enterprises’ production values.

      

    The center enjoys high reputation in the clean coal technology, especially in the preparation and application of coal-water slurry. The coal-water slurry additives NDF with the Chinese intellectual property rights was identified by the Ministry of Education as having generally reached the international advanced level and was considered the best coal-water slurry additive in China. The products, listed in the national Torch Program and the National Key New Products, have been widely used in the largest coal-water slurry pressurized gasification plant in China, the national coal-water slurry combustion demonstration projects and petrochemical, coal and other industries.

      

    Since its establishment, the center has published over 200 research papers, including those in Chemical Reviews (published in 2008, in 2014 IF=46), and obtained over 40 national invention patent grants. It has undertaken 2 national “973 Program” projects, 1 “863 Program” project and a number of national, provincial and municipal science and technology projects. It has accomplished over 20 projects commissioned by enterprises, of which 2 are funded by the Program of Transformation of Scientific and Technological Achievements in Jiangsu Province.

      

    The students under the guidance of the center’s faculty have won 4 gold awards of the “Challenge Cup” National College Student Business Plan Competition, 2 first prizes of “Challenge Cup” National College Student Extra-Curricular Academic Science and Technology Works Competition.

      

    The center has won 8 provincial and ministerial level awards, including 1 first prize of natural science of the National Science & Technology Award nominated by the Ministry of Education and 1 first prize of Jiangsu Provincial Science and Technology Progress Award.

    Jiangsu Provincial Technology Center for Testing and Validation of Internet of Things (IOT) was established in 2011 on the basis of Joint Laboratory of Computing of Wireless Mobile Sensor Networks, co-founded by the Department of Computer Science and Engineering, Nanjing University, and the Department of Computing, Hong Kong Polytechnic University. The center relies on Nanjing University and is supervised by Jiangsu Economic and Information Technology Commission.

      

    The center has the following major aims:

      

    1. Jiangsu Internet-of-Things Public Service Platform


    Enterprises need a matching testing and verification environment to push ahead with the industry development of the Internet of Things (IOT). In order to promote healthy and orderly development of IOT industry in Jiangsu Province, the center will develop an open public service platform, which provides a convenient testing and verification environment for researchers and product developers to acquire test data. With its top-notch professionals and facilities, the center will make continuous efforts in research on standards and technology, in testing and certification, and in supervision and inspection so as to serve the rapid expansion of China’s IOT industry as well as the development and upgrade of IOT industrial clusters of Jiangsu Province.

      

    2. International and National Authoritative Standard Verification Body


    With the deepening of economic globalization, standardization of IOT will play an important role in international competition, and the competition of IOT standardization will become a deeper, higher-level and more influential kind of competition after product competition and brand competition. Therefore, countries around the world pay much attention to the standardization of IOT and raise the standardization to the level of national development strategy. The center will join international certification organizations and take part in relevant work, and make its contribution to the participation of China’s enterprises in international competition.

      

    3. Experimental Platform for High-Level Research


    Following the principle of “Planning with high aims, constructing by high standards, and making progress at a high speed,” the center is striving to come up with solutions to common requirements and typical applications in testing and validation of IOT research, to develop management and operation mechanisms of openness, sharing, competition and efficiency, and to improve teaching and scientific research condition and facilities of the experiment platform. Based on the construction of the experimental platform, the center strives to improve its technological innovation on IOT testing and verification and solve important S&T problems concerning the application of IOT, improve its competitive strength to undertake national significant scientific and technical duties and carry out high-level international cooperation, improve disciplinary optimizing and crossing, make significant scientific and technological achievements in IOT testing and verification and play an important role in the development of the national innovation system.
